Donat N. Mugenga

Founder

Donat is a strategy advisor, policy analyst and change management leader with a people-first leadership approach. He has provided strategic advice to organizations on policy, governance, strategy, and partnership at national and international levels.

Currently, Donat serves as the Director of Recruitment at RICA. Previously, he was the Head of Human Resources at Agaciro Fund, Rwanda’s sovereign wealth fund. Before that, he worked with the Rwanda Higher Education Council, where he played a key role in accreditation reviews and supported the establishment of new universities, campuses, and programs.

Donat has held various other roles, including Chairman of the Advisory Committee for the Mastercard Foundation Scholars Mentorship—Africa Program, Education and Innovation Advisor to LEAD—a forum of Rwandan alumni of U.S. Department of State-funded exchange programs— and a member of the Advisory Council at the Akilah Institute.

Donat’s work and commitment to public service have garnered significant recognition. In 2021, he was awarded a leadership certificate by U.S. President Joe Biden. In 2022, he received another certificate from U.S. Secretary of State Antony Blinken, recognizing his remarkable contributions to educational transformation in Rwanda.

Donat holds a Master of Laws from the University of South Wales, UK, an MBA, a Postgraduate Diploma in Education Policy and Planning, and a Bachelor’s degree in Translation. Donat is a fellow of the Mandela Washington Fellowship for Young African Leaders. He complete leadership fellowship at the Dickey Center for International Understanding, Dartmouth College and Humphrey School of Public Affairs, USA.
